Recent clarification about competition eligibility: 

A student of any nationality may compete (and win) at the regional level, and therefore be eligible to attend the National Symposium as a winner of the regional symposium.  However, only citizens or permanent residents of the United States and its territories are eligible to compete at the National Symposium. 

Recent clarification about scholarship eligibility: 

Similarly, government-sponsored scholarships can be awarded only to citizens or permanent residents of the United States and its territories. Seattle Pacific University matching scholarships, on the other hand, are treated like any other SPU scholarships.
