Health Services Msg 4 Response

Point of Contact: Jean Brown

CSOT Department/Area: Health Services

Security relays a message to Health Services: a BEC from the Alumni Center has requested medical assistance for a student that hit her head during the earthquake. She didn’t report it immediately because she thought she’d be okay, however she now has a headache and is feeling dizzy. The BEC doesn’t think she should be moved. HC staff request patient not be moved until assessed if direct radio or cell communication cannot be established will need security to relay assessment questions and answers before moving patient. Once initial assessment is finished it can be determined if patient can be safely move to first aid station for further assessment and observation.

What now?

  • Before students leave, have you identified a need for volunteers to assist in recovery efforts for your area? How will you recruit volunteers? Depending on the number of individuals injured and availability of SHS staff and faculty that have arrived to assist it may be necessary to recruit volunteers who can stay with each injured patient. SHS faculty may be able to identify nursing students who might volunteer. Otherwise may need to go thru BEC to ask the crowd for volunteers via megaphone.
  • Have you begun assessing the impact of the quake to your area? Since access to buildings will be several more hours request resources for generator access for lighting should we still be outside approaching nightfall. Have you addressed staff availability (who needs to go home tonight versus who needs to stay)? If roads and bridges are passable one staff member with children may need to leave. One lives close and may be able to get there easily for rest and return for coverage as need  two live far away and may not be able to get far.
  • List your essential personnelthose who may be required to staff through the night. All four staff are essential but will need to balance personal needs of families and SPU responsibilities as well as resting current staff so they are less to prevent burn out or make mistakes due to fatigue. Will attempt to pair each NP with another staff person so shifts can be taken as necessary.
  • Are your staff/students or others around you in need of pastoral care, counseling services?  What is your plan for helping them in gaining assistance? Contact with SCC Director or Dean of students for assistance. May need one or more counselors.
  • Shelter/warmth, food, water and restrooms on campus are still unavailable as the buildings are not yet open.  How will you deal with these issues for those who stay? Have your priorities changed?  Restroom facilities suddenly became an absolute must for the first aid station. Will appropriate a nearby garbage can line with bag from grab and go bag ask for volunteers to move it to a semi secluded area if possible and mark biohazard. By noon food and water issue we be emerging what water is in grab and go bags will be rationed by staff for staff. Staff who stay may need to take turns using personal vehicles for shelter and rest and to access any food rations stored in vehicles.
  • What actions do you need to take in the next hour? Check supplies remaining, what is needed for ambulatory injuries and what is needed for observation of injured, begin rationing. Next two hours? CSOT or security update on time line for buildings or shelter as patients will need warmth to [prevent further complications. Staff will have already used up the emergency rescue blankets and have begun using supply of large garbage bags for protection from weather.
  • Have any issues or new questions emerged? How will we transport severely injured patients to Gwinn or Weter when building ready for occupation? Who is going to carry them up the stairs if the elevators are not working. Who is going to carry them to the building if car or truck access is blocked by building debris? What is the update for Seattle EMS to transport severely injured.
