Dave,

What about providing temporary restroom facilities when we are without access to any facility for this length of time.  I think this shows a gap in current plans --- where do you see this responsibility falling?  Your thoughts?

FPM's plan has two portable (camp) toilets with privacy enclosures that will be operational immediately.  FPM will also immediately work on obtaining (from a local vendor) and deploying 10-15 portable toilets until some of our buildings can begin to be re-opened.  If this fails (acceptable or not) latrines can be dug and lined with plastic and screened for privacy fairly quickly with shovels or the FPM backhoe.  (in an extreme case).  We have plastic and tarps and shovels and a the tractor all accessible after a quake.

Thanks Dave it looks like OUS also has 2 portable toilets – that makes 4 for 4500 people waiting, plus the one improvised by Jean Brown for first aid.  Thoughts- -- where would you set them up?  What issues (e.g. waste disposal) need to be attended to and who would be tapped to be sure they remain operational until regular campus facilities become available? More thoughts on this planning item ----

Ideas anyone?

It’s likely that some folks will be uncomfortable immediately after an event like this no matter what our plan calls for. The campus only had to make due with 5 portable toilets for six hours in this exercise before Ashton was opened for use.  We would likely be able to rent and deploy sanicans that would be serviced by the provider fairly quickly after an event.  If delivery was not available fast enough we could pick them up with a truck.  But they offer 24 hour emergency response and are available from several sources close by.  If we have to dig a latrine and line it with plastic it can be left and pumped after the event.   Ashton will provide at least 50 toilets, showers, laundry facilities etc.  Emerson will provide even more.

It’s not currently in my plan to do so – but I will probably seek a pre-arranged relationship with a provider for events like this so that they will automatically respond without being called so we can avoid digging the latrine (probably not the most ideal idea – but could be done if all else failed).

I assume that CSOT would weigh in with placement.  The 5th avenue streetscape would be my recommendation as it’s truck accessible and centrally located.

Dave, if CSOT is not asked to meet until 6 hours into an event, you would need to decide where best to place.  When we meet tomorrow in the table top exercise, why not ask the question then and see what response you get.  Thanks for adding this to your plan.
