A CSOT EXERCISE IN EMERGENCY RESPONSE AND RECOVERY

CIS Msg 4 Response

Point of Contact: Dave Tindall

CSOT Department/Area: CIS

DWT thinking out loud: “We had a major earthquake, people are injured, bldgs are damaged, there are reports of worse damage elsewhere in the city.  It’s three hours after the disaster hit.  ECMT shouldn’t take anywhere near this long to make a decision about campus closure – even if it is only for the day. Seems like we had more than enough information to make that decision by the 10am message.  Keeping people here longer than needed may put them at greater risk to getting home.  I can’t imagine classes continuing. Who’s asleep at the wheel?”

CIS is not able to get access to Marston Hall.  It will be late afternoon or evening before a structural review is completed.  Some servers and applications would likely be down with no opportunity to begin recovery work.  Network access and activity would likely be down or extremely limited with no opportunity to begin recovery work.  All of these resources are required for continued (or any…) communications, alerting, web updates, etc…

CIS has identified 5 staff members that are asked to remain on campus.  We have gathered together to begin conversation about system recovery steps and provide information on what can be determined remotely.

The emergency generator for Marston runs on diesel.  If the tank was full (not likely) when the power went out, it will last approximately 20-24 hours.  Requests have been made to FPM to prepare for generator refueling and fuel collection/storage.  If/when the generator goes out – ALL CIS servers, network access, internet connectivity, phone service will go dark.
