Governor Jay Inslee has directed that Washington state and United States flags at all state agency facilities be lowered to half-staff in memory of USMC Sgt. Jacob M. Hess, 22, of Spokane, Washington. He died January 1 in Afghanistan of injuries sustained while supporting combat operations.
