Governor Chris Gregoire has asked that citizens join state agencies in lowering the United States flag to half-staff today in memory of Washington State Department of Transportation employee Billy Rhynalds of North Bend. Rhynalds died Sunday after being struck by a falling tree while directing traffic around water flooding a roadway.
